I'm not sure on the specifics, but there has been this notion out there for sometime that if it was federal park land, it's ok to have a cross. This is the same thing that was attempted last summer when 3/4 of voters voted to transfer the land to the feds for park land....that ballot measure was lat...

Another update! Our mayor and a congressman are trying to get President Bush to exercise eminent domain and take the land over. Toto: The difference was, the city tried to deed the land to the feds (something about crosses being ok on federal memorials), as opposed to selling it to a private citizen/organization.
