I've seen that one before but it's among my favourites. For me the circles move regardless of whether I use one or two eyes. I'm no physicist, but perhaps you are thinking of Heisenburg's Uncertainty Principle. The more accurately you can determine a subatomic particle's position, the less accurately you will be able to determine its velocity.
